Will President Biden speak for longer than 1 hour at his Joint Address?

Resolution criteria

This is a market on whether President Joe Biden will speak longer than 1 hour at his first Joint Address, scheduled to take place on April 28, 2021, 9 PM ET. The market will resolve to “Yes” if Joe Biden speaks for more than 1 hour according to this source https://www.presidency.ucsb.edu/documents/presidential-documents-archive-guidebook/annual-messages-congress-the-state-the-union-0, and “No” otherwise. If the time is exactly 1:00:00 per the source, the market will resolve to “No”. The market will resolve only once the source is updated. If the source is not updated by May 15, 2021, then the market will resolve to 50/50. In the event of ambiguity in terms of the market outcome, the market will be resolved at the sole discretion of the Markets Integrity Committee (MIC).
